Start with both belts very loose. When you tighten one belt, it also tightens the other, so when you tension the first belt, leave it a little loose. When you start tensioning the first belt, it will pull the X axis out of square with the Y axis. That's normal and OK. When you tension the second belt, the first one will tighten up, and the X axis will move back into square. Check for XY squareness as you tension the second belt and lock it down when the axes are square.
You don't have to get the belts as tight as guitar strings, but you don't want them slipping on the drive pulleys either. Put a "reasonable" amount of tension on them (with the X and Y axes square) and you'll be fine.
