I have very strange problem. Whatever hot end temperature I set, it manages to come 2-3 degrees below it and it just stands there for hours sometimes, and sometimes even starts to print after some time. It can reach very high temperatures but somehow it just stops few degrees before goal temperature.
Anyone had this issue?

I would start by checking that your thermistor is making good contact with your heat block and that the wires for the thermistor aren't shorting to the block or each other.

It sounds like your PID parameters for the hotend are wrong, if you have Marlin or Repetier firmware you could try to run a PID autotune.

+1 for Ralf, I had the exact same problem too.

If you are using a fan, try to isolate your block with fiberglass or other high temp material.
