Help! Drooping during prints and ridged edges.

I've been having trouble with my prints lately and I'm not sure what the problem is. I'm using white PLA 1.75mm. On a Prusa I2, at 190 degrees Celsius. They come out with this same droopyness every time.

With PLA you definitely need a fan blowing on the part itself

Is that all you think the problem is? Just the need of a fan?
