I have built the kit. i have the repetier host software on the computer. everytime i try to use the software to turn on the hotbed or extruder the connection resets and i have to reconnect.

here is my info.

melzi board 2.3

Prusa I3 'Eboti' kit

Repetier Host v1.0.6

Power supply measures :
Input 124v
Output 12v

I noticed that when i short the extruder or hotbed terminals i get the same results - as though the actual devices are connected.

They haven't responded.

I am going to order a Ramps 1.4 board but waiting to see if i find a solution before I do.

Can you disconnect the heated bed from the board and check its resistance? If there's a short it may be causing the reset. Same for the hot end.

Resistance:
Hotbed - 1.5 to 1.8
Extruder - avg 4.6

Problem solved.

The power supply was set to 220v - my wall voltage is 120v. All i had to do was swtich it.
