Printout is not round and skewed

I'm building a Prusa Mendel i2 using RAMPs board with Ardruino Mega 2560. I've loaded in Marlin Firmware and is using Pronterface to print. When i'm trying to print round objects its not round, but slightly oval. I've did the following:

1) recalibrated the X and Y axis.
2) Retighten the timing belts on both the X & Y axis.
3) Reduced the acceleration and default acceleration on the firmware of X & Y axis to 800.

When I've downloaded the calibration items and tried to print the 20mm cube.stl, ive found that the edges are not lined up and is slightly skewed one side. I'm printing on PLA with 180 degrees extruder temperature and 60 degrees bed temperature. i'm running out of ideas on what to do thus any advice is much appreciated.

Hello. A possibility would be that both z axes smooth rods are not perfectly centered on your printer

Alignment: To get proper alignment of your rods it goes like this -

1. Y-carriage smooth rods aligned to frame
2. X-carriage and Z smooth rods aligned 90 degrees to Y smooth rods.
3. Level Z by measuring X smooth rods to Y smooth rods.
4. Level bed to X-carriage (Hot end).

Use a 234mm jig to get the correct horizontal distance between the vertices. This will ensure everything is square. See pic. I spent about an hour tightening the frame.

Points noted, I will readjust my frame to see if that helps. Meanwhile attached are some pictures of the finished prints.
