Fan on or off during Tuning PID

As the title said, do I need to leave the fan on during tuning the PID for hot end ?
And also, please tell me why it should be done that way but not the other.

I'm very appreciate to know your opinion.

Are you running the PID tuning on the hot-end or the bed?

I'm runing PID for the hot-end.

If the fan is for cooling the hot-end it should be running whenever you are printing, so make sure it's on during PID tuning.
If the fan is for cooling prints, it may be blowing on the nozzle a little which could affect PID control, so I suggest running that fan, too.

As a rule of thumb you should calibrate your machine under printing conditions.

Thank you very much Dentist.

Now I'm runing into another problem, when ever my fan turn on, the nozzle can not reach higher than about 150 Celsius degree.

I'm thinking that the board does not provide enough current to the nozzle. But I don't know how to check that.
