I use a Astron RS-35M Ham radio power supply. The heat sinks get pretty warm while printing. If I add a 12 volt "Blower" fan to the output of the P.S. in parallel it shouldn't see the amperage that the printer is pulling. Right?

A 12V fan rated at 700 mA will take 700mA regardless of any other load on the power supply. The power supply will have to supply the additional 700 mA to power the fan, so make sure the total load on the power supply doesn't exceed its maximum.
