Bike brake shoes are normally rubber. Plastic would make stopping nearly impossible. Now, maybe something like Ninja-Flex filament might (big might) work.

Let's think this through. Brakes work by converting kinetic energy to thermal energy, also known as heat. 3D printers print by melting plastic with heat. Does it seem like a good idea to use a material that melts at relatively low temperature for a thing that is going to heat up? How long will a brake shoe made of printed plastic survive? More importantly, how long will the bicyclist who is depending on a printed plastic brake shoe survive?

Brakes on a bike get very hot, I built a testing machine at work to torture test brake pads. We ended up getting the rims hot enough to pop the tube from the heat, and melt the tire to the rim. That kind of braking would only ever happen when going down a mountain, but still your brake pads create still create a lot of heat.
