Heated Bed Woes

So I have a home made (from a kit) printer. Its a OrdBot Hadron frame with RAMPs 1.4 driving it. It has been working great for about a year or so but in the past week, I have been having issues with the heated bed. About a week ago, mid print it started cooling and then I could not get it to heat up again.
I have checked (with a multi-meter) the input power from the PSU (computer server PSU, 400W) and the input is showing a good 11.98V - 12.32V. When I heat the hot end, D10 shows voltage, but when I heat the bed, D08 shows nothing. I thought the MOSFETs may have been and issue and I have an extra RAMPs so I swapped it out. No luck. Then the next day with no messing about, the bed started working and I got one of my best/longest prints off. After that I tried to print another part and the bed wouldnt heat.

Today after checking all wiring I still cant get it working.

The printer is running on Marlin 1.0.0 RC2 but as for checking settings, that is way beyond me. My brother and I built it and the firmware is his area and he is AWOL right now.
The fact that the bed is in and out i dont think its anything that is blown and I dont think its the firmware but I have been wrong before.

I have checked and re-wired the entire printer and there are no dead solder points or cut wires.

I use OctoPI to control the printer but I have also tried connecting to my computer and using MatterControl with no luck. I have also tried using the attached LCD.
The odd part about using different means of control. When I use either the Pi or MatterControl, the lights on the RAMPs board do not turn on but when I use the LCD attached to the RAMPs, the lights do turn on, no change to the heating.

Hot end works great.

Any help would be GREAT on this because I am ready to start saving for something like a MakerBot lol!

Never mind. I found the issue and I feel kind of silly.
