First of all, what user interface are you using? LCD on the printer? Repetier Host? Octoprint? Something else? A screenshot or photo would be good.
When you say "it shows the heated bed is plugged in" how does it show this? Is it showing a temperature for the heated bed?
When the heaters aren't running, the temperatures of both the bed and extruder should show room temperature (about 15-30C). If either is showing 0, it means the thermistor isn't connected to the board. Check the skinny wires. Until you have the thermistor right, the corresponding heater won't work. To prevent uncontrolled heating (and therefore potentially a fire), the firmware won't turn on a heater if the temperature reading is too high (over 250C) or too low (0C).
