not printing first and last layers

I am trying to print simple rectangular prism. I have 0.3mm nozzle. The extruder speed is 20 m/s and move speed is 150 m/s. Layer height is 0.4 mm. When I start print the first layer and last are printing only partially. What I mean is that is skips some of the lines. The filament is not even moving and it does only when I push it with my hand. I included the picture of top layer. The printer prints perfectly fine the inside which you can see on the picture. Anyone experienced this? Should I make the layer thinner?

You are indicating a layer height more than you nose size, or have you got these the wrong way around?

Make sure you nozzle is primed , and filament is flowing correctly before printing.

Try slowing everything down a little, best to start with slow prints and get it all working, then speed up to see what your printer will handle.

Check your temperatures, you may need to increase to get better flow.

Try a one-layer flat square.
