Hey, What do I need to change
Prusa I3 + cura
Layer height 0.2
Shell thickness 0.4
Speed : low (<50mm/s)
Nozzle 0.4
Retraction speed 4mm
Retraction 4.5mm
Bottom top thickness : 0.6
...

Two big problems :
Poor quality of the last layer
Filament messy on the cylinders (caused by retraction?)

Why is the retraction speed so low? I know there is an ongoing discussion about fast vs. slow retraction, but I've never heard of 4mm/s retraction speed.
I favor fast retraction of 80mm/s.
Retraction length depends on your hotend/extruder design. Maybe 2mm are enough for a direct drive extruder.

Changing the setting in Cura only works, when the firmware allows such fast extruder moves.

#define DEFAULT_MAX_FEEDRATE          {450, 450, 3, 80}    // (mm/sec)
