This is based on your first layer settings and the physical distance between the nozzle and the bed. (assuming 0.1 for the bed)
So, 0.35 + 0.1 = 0.45 for the first layer.
This is the reason you can adjust your first layer thickness in the Slic3r. The first layer setting is not the same as the real layer thickness.
By default, Slic3r has 200% extrusion for the first layer, so it will be twice the nozzle diameter.
This is usually OK, but you can adjust the value to make it perfect. I have 150% to prevent over extrusion, but your mileage may vary.
