Does anyone know of any good sources for the Fisher fan, it seems 19v fan blowers are a little uncommon.

Yep. You don't have a lot of choice.

There are two pins that are located in far right side of the expansion pins. It supplies 5V DC.
Pin 1 is +5V, Pin 2 is ground. Backside of the board has all the pin information.

Last two pins near the board mounting hole at bottom right corner.

You could use a 12V regulator to run a 12V fan instead. Or you could convert to 24V using a 24V 5A PSU such as this one [m.ebay.co.uk]

Large delta printer [miscsolutions.wordpress.com], E3D tool changer, Robotdigg SCARA printer, Crane Quad and Ormerod

Disclosure: I design Duet electronics and work on RepRapFirmware, [duet3d.com].

I agree. That seems the best route. Converting 19v to 12v is cheap and would take the load off the duet too.
