Z safe homing with just "G28 Z"

I have z safe homing enabled. When I use G28, the expected happens - X and Y are homed first, then the printhead moves to the safe location and homes the Z axis.

But if I do G28 X, then G28 Y, then G28 Z, the printhead doesn't move, and the stage will end up crashing into the printhead because the probe is not in a safe position. I'm not sure where I can specify the location of the bed exactly so that this doesn't happen.

Once x and y are homed, follow with a G1 Xpos Ypos then send the G28 Z. Replace pos with a safe z homing position.

That would work. But I'd rather have Marlin abort the homing and then send an error message saying that its not safe to home.

Does anyone know if it is normal behavior for marlin to allow z homing when its not in a safe position? I thought I recall Marlin not letting me do it a long time ago. I must have changed something since then.
