Which is the difference betwen Z_offset and in the Mesh Bed Level and Fade_height in the Bilinear leveling?

Hello
I'm new to this forum i bought a Prusa i3 pro b last year. In my country ther is @MagoKimbra who developed a personal open source version of Marlin, called MK4DUO.
I don't bought a z probe or a Bl touch, but I prefer leveling the printer manually. Why the BILINEAR levelling has the Fade height feature but there isn't Z-offset, like in the Mesh bed leveling?
