Hopefully last question now... My 24v fans seem slow when connected to PWM outputs. Always on powers them up to full speed fine but using PWM at full blast they are running really slow.

Jumper set to use VIN, multimeter shows about 20v at PWM outputs when on.

How are you setting them to "full blast"? One way is to send M106 P# S1.0 (where # is the fan number), but M106 P# S255 also works.
