Newest Slic3r making a outside layer on bottom?

Has anyone noticed with the new slic3r how it is making an extra layer around the print at the bottom? I would love to know how to get rid of it...it is quite annoying and causing a couple issues especially when printing parts that mate together. ie gears or components.
