This was most probably modelled in a polygonal modeller. There are many out there, some commercial other open source. The most widely used open source one (also most powerful) is Blender. I have no doubt it can do the image you attached, but I don't have the knowledge to do something like this. Brace yourself, this is not going to be easy, the learning curve is quite steep.
