Resistance is indicated with the Omega symbol, and is the bottom left of the meter dial. For this, we are looking for low resistances, so select '200' (pointer straight down) and connect the meter leads to the heated bed leads, and tell us what you see.
The solder work looks decent from here, assuming that those are the correct pads.

Are you kidding? A RAMPS FET will run up to 8 amps (the bed) or 5 (the nozzle) and most small fans draw more like .07 amps, so no need for anything other than tieing them both on . . .

The red light means that the output is on - period. It in no way indicates a problem.
.56 volts at the heated bed indicates a *huge* problem, however! Something is shorted, thus pulling excess current, and causing the fuse to overheat. If you disconnect the heat bed, do you see voltage on the output terminals on the RAMPS, and does the problem go away? And what resistance do you measure across

Auto tune changes absolutely nothing with regard to how much current your heater pulls, it just tunes the firmware to the thetmal 'mass' of the bed so it can better regulate the temp. An overcurrent problem is pretty much owned by hardware. To that end, what voltage do you see at either the heated bed itsrlf, or RAMPS output terminals when this happens? I found two things that did that on mine:
1) Too hot
2) Trying to run a graphic controller on a delta with an Arduino Mega - it caused movement to stutter, and every stutter was a blem . . .

That isn't a problem . . . the first layer can't be at zero, since the nozzle would be blocked by the bed. The first layer is typically at 1x the layer height, or at the 1st layer height set in the slicer (typically higher) since there needs to be a space for the first layer to extrude into. If the nozzle is too high for your first layer, your Z axis calibration is wrong.

Once you home the printer, what do you measure from the tip of the hot end to the build plate? That will get you a starting point for Z height, and you adjust it from there so that when you send the head to Z=0, it's at the plate.
Moves are via the G1 command - G1 Z10 F3000 tell the printer to move Z to 10mm at 3000mm/min. T go lower, G1 Z-1.5 F400 will slowly take the head to 10mm below where t

Some boards lately have traces there that you would have to cut to enable the jumpers. Stupid, yes, but if you have those, you don't need to add jumpers because the connection is already madr. You might verify that that is not what you have first . . . Are you having a motion problem that makes you think that your microstepping is set incorrectly?

Yes, they set the microstepping level for the associated driver . . . you need three jumpers per set, going onto 2 pin sets, which typically sets microstepping to 16 . . . which is what most firmware is configured for. Bare, the motors will move in full steps, and your calibratioin and resolutioin will be awful.

Won't move even with power off, and the belt loose? Dead motor, plain and simple . . . contact Folger, they will send you a replacement . . . If it moves without power, then likely it's something else . . .

One failure mode of steppers is overheating, melting the internal plastic bobbins the windings are on, deformation and lockup . . . . which sounds exactly like what you may be looking at. If they show no signs of deformation/heat damage, the coil resistances are OK, and you can get one aligned, you might be able to run it, but most steppers are not made for adjustable alignment.

As I said, I'm not certain why, and when I get my metal corners in and rebuild it (next week?), hopefully I can find out. It was specified to be 20 tooth and GT2 . . . but the mfg. also said to use 84 steps, so gotta take it with a grain . . .

Yet numerous folks have reported that 84 gives more precise motionon to the drives. Theory is a wonderful thing, right until reality shoots it in the face . . .
Why I don't know, but this has been verified - perhaps pulley diameter is a bit over. I do know that my parts are a smidge *undersized* running 84 on this printer, and that 80 would make it worse. Another user here in a different thread

Geek to run Linux? BULLCRAP! There is a skilset required to *ADMIN*, but not to use . .
My parents are both over 90 with zero to little computer background. Having gotten tiredof problem after proble, corruption after corruption with Whinduhs, I have them both on Linux . . . faster, infinitely more stable, no corruptoons, no difficulty using whatsoever, and first and foremost, *NO COMPLAINTS*!!

Folger quit shipping 36 tooth sone time ago, choosing to standardize on 20 tooth pulleys for better resolution some time near late April early May. Get the 20 tooth download . . . the steps/mm Folger uses is 84, IIRC, which is damn close to dead-on, no matter what the 'use 80!' crowd may claim . . .

That typically means that your thermocouple has failed or become disconnected, and the firmware sees an unreasonably low value (default is below 5, IIRC) and refuses to heat because of it. M999 is a gcode that resets the controller after the problem is resolved, but then again, so would a hardware reset or power cycle.
