I think but don't know that your interpretation of "publication", and "public" is not correct i.e. a post in a forum, (e.g. RepRap) is public and is recognized as a publication.

The backside of the belt can run against a smooth pulley, the tooth side should run over a tooted pulley. That said a lot of printers to save money run the tooth side of the belt over smooth bearings. If you're trying to build a robust machine then do it the proper way. If you have limited funds then do it the cheap way, and replace the smooth pulleys when you're able too.

I haven't tried Bowden but surely the amount of retraction needed at the hot end is the same. At the other end of the tube it will need to retract further to achieve that due to slack and springiness.
I agree that the retraction should be exactly the same at the hot end for a Bowden, or extruder mounted above the hot end.

How much accuracy are you giving up for resolution, are you really getting the resolution that you calculated using microstepping?
Using a belt drive, and microstepping, what is your expected resolution for half, eighth, sixteenth, and thirty-second?

Make your work public, and apply a licence to it.
Mandatory prepatent search has to be done by the USPTO at DEFENSIVE PUBLICATION, and Research Disclosure. This is the only way that I'm aware of to place your design into the public domain. Simply posting your idea on the internet is not sufficient.

The smaller diameter 1.75mm filament is less likely to jam because it's moving through the hot end at a faster rate, i.e. less heat is creeping up through the filament, and into the cold end.
Bowden extruders require a longer retraction, and pulls more of the molten plastic up into the cold end, which increases the chance of a jam to occur.

Threaded rods are not used for guiding. That would be poor engineering, a bad practice, not recommended for precision applications, but fine for a toy. You might find a RepRap using a ground, harden recirculating ball screw as a linear guide, but it will still be considered a poor engineering practice.

Your igus bearing cost estimate of 400€ looks about right. I've seen filament printers used for light Dremel routeing with no special modifications, other than using high torque steppers.
