To expand:
Yes. Part of the cooling feature in slic3r is a setting for "minimum print speed." When slic3r detects that a layer will take less than the amount of seconds you put in the section "Slow down if layer print speed is below" (say, 20), then slic3r will slow down the print so that the layer takes at least 20 seconds, down to a minimum of whatever you put in "minimum print speed."

In pronterface, after you load a design and it shows up in the tan grid part of the window (between the position/temp controls and the log window), click inside the tan area. It'll open a separate window, where you can use Shift + Mouse Scroll for scrolling thru the layers.
I used the win7 Snipping Tool to capture the images.

What is puzzling me is how a nozzle crash is even possible when all you have is perimeter to print. This would indicate that your material is expanding as it cools (huh?!) or that (like you mentioned) you are laying down too much material. Measure your filament at as many points as is practical -- it may have been 2.85mm only at one point, and wider on average (this happened to me: I had a few fe

I've tried 1, 2, 3 and 4 perimeters and the short extrusion still shows up in all of them. See attached photos.
Any other ideas?
also attached my config.ini from slic3r if that helps anyone.

It seems like no matter what settings I have for infill, perimeters, shells, etc, I always get these short extrusion lengths with Z lifts on either side of them (see attached pics) when I try to print things like gears/other small perimeters. They are doing nothing for structural integrity/strength, and often just stick to my nozzle and make a mess of things. Is there some setting I'm missing to
