Question: Is there a way to get this to do cutter (radius) compensation? Namely, if I were to import 2D outline, could replath be convinced to putput the Gcode needed to cut that shape, assuming (for instance) a 3 mm radius tool?

I just stumbled upon Replath, using the Recent Changes selection on the left-hand side. Have I missed other discussion on this? -- Yet another reason to learn Python.
