Would you teach how to make a RAFT?

Would you teach how to make skirt?
Because, the data of my Gcode do not make the skirt.
Therefore figure is not formed on a bed.
Which setting of Slic3r should I set?

I add explanation.
I obtained a Mendel today. I was able to print the Gcode data for attached tests well.
I converted the STL data which I had into Gcode in Slic3r. However, the converted Gcode does not make a correct print on the warmed bed.
I know that a pedestal (=a skirt) consisting of the number layers that are slightly bigger than a print (=figure) is necessary to make a print (=figure) and a bed adhere. However, the G code does not make the pedestal (=a skirt).
Therefore would you teach a method to make the pedestal (=a skirt) definitely?

Slic3r doesn't really do rafts. What version of slicer are you using? Version 0.9.1 is a popular version - it has the "Brim" feature that prints extra outlines of the part on the first layer. It acts like a raft to give extra adhesion.
