Can you control 0.9 Nema 17 stepper motors using Marlin Firmware on ramps 1.4?

yes you can, just double the step size required by the firmware, or set the ramps to divide by 4 instead of 8 for divisor. this is of course assuming you have motors that provide enough torque.
there is speculation about accuracy with 0.9 deg or 400 steps per rev motors.
