Min wall thickness vs. slicer

If I create a part that who's wall thickness is less than the nozzle width, will slicer's default to the minimum wall thickness? I was using KISSlicer and tried to increase skin thickness and passes, but would only run 1 pass. The part I was using was downloaded, so I assumed the part's wall thickness was too small.

Not really sure what the question is, but with Slic3r you can set the width of the perimeters to match what the wall thickness on your part requires. If the value you input is smaller than the wall thickness it won't be included in the slicing, but keep in mind there's only so much thinner than nozzle diameter you can go before you hit printing inconsistencies.

The easiest way to find out is to actually slice such a part. There are G-code viewers, so you don't even have to waste filament for the experiment.
