Reprapguru Prusa 3 (Z Axis only goes up, not down)

I finally got everything working and moving but I can not move the Z axis in the down direction. It will only go up with both drive motors working together, when I send the down signal nothing happens...…..this software or board and what can be done?

I would think that it senses the Z-End-stop of Proximity as being already on the bed so it thinks that it has to go up.

In short the Z-Axis sensor is triggered
Send a M119 to see it the end-Stop switches or Proximity sensor are working.
