Hi

As you probably know PLA is made out of starch.
I came across these pages on how to make plastic out of cornstarch.

I wondered if anyone had

1) Other plastic recipes
2) Investigated the properties of these plastics.

don't quote me on this, but IIRC that starch plastic is hygroscopic, so it swells up and goes moldy after a while unless you live in a desert.

would love to know how to make something that was stable except in a hot compost pile like PLA

2) Could you use it as a filler ie. ABS outside with a solid IIRC centre.

IIRC is an acronym for "If I Recall Correctly" not the name of the plastic.
Those things would probably work, but only permanently if nearly airtight (and definitely water-tight).
