where to start

hi all

just stumbled upon 3d printing and it's got me hooked already.
i know i have a lot of reading to do but can anyone answer a few questions i have to start off with

self build or kit? i can source a lot of hardware such us nuts, bolts threaded rod myself free of charge and pretty handy at putting things together
is there a parts list/ build instructions somewhere?
whats the latest and best options? dont have an unlimited budget but would like to build as higher spec that i can
what are the major underlying problems with 3d printing?

to save time can anyone give me links to useful websites on subject
