Marlin Acceleration Problems?

I'm having a couple problems with my new printer that I think are releated to acceleration, but I'm not sure. This new printer has different electronics and firmware (Marlin) than my other one. I still trying to figure out how acceleration works so I may be wrong. I have it turned off on my old printer.

1. At the start of the perimeter, I'm not getting good flow rate. I've tried bumping the extra setting with the retraction but it's not geting better. I seem to hear the acceleration from the motors and was thinking that the E acceleration was taking longer to catch up with the rest. I'm not sure how to verify/fix that though. After a short distance it is fine.

2. My infill is overlapping the boarder. I have the infil overlap perimeter setting at 0.0. It's really pushing out the walls of the perimeter. I'm going to try adding some additional shells and see what that does. The infill line is not straight either. it seems to job to the side a bit after it starts in a given direction.

Any help would be appreciated.
