Extruder stripping out plastic

I'm having a hard time printing ABS for some reason. I'm using a makergear extruder with a .35mm nozzle and 3mm filament. The ABS strips out on the gear rather than feed through, regardless of how slow I run it through.

I have the heat set at 220C. Increasing it to 240 does not help, nor does reducing the temperature.
Black and white filament both have the same problem, so I don't think it's a roll of bad filament.

PLA will extrude with no problem. Any ideas?

Have you tried putting a lot more force on your idler bearing?

Yeah, I've really cranked it down. I think the filament might have been made out of a resin that is too viscous, such as an injection molding grade of plastic. My solution was to swap the .35mm nozzle with a .75mm nozzle and design around the wide layers.
