Holes with small bump in perimeter

Using Slic3r v0.9.10b and a newly built SmartRap printer (Bowden with Huxley hotend)

Using 1.75 PLA initial layer temp = 200, following layers 190.

All of my holes have this small imperfection. Seems like the larger the hole, the larger the bump.

Can this be fixed in the slicer?

Try Retraction ...In Printer Setting ..extruder ... retraction

Here are my retraction settings:

retract_before_travel = 2
retract_layer_change = 1
retract_length = 3
retract_length_toolchange = 10
retract_lift = 0
retract_restart_extra = 0
retract_restart_extra_toolchange = 0
retract_speed = 37

Bowden cable is 360mm long with a MK7 gear.

I'm new to reprap...what would be a good recommendation?

We have similar settings as i can see ..
try to raise up a little you retract speed

Have you make calibration to your E- steps? if not this is a very good guide [reprap.org]

I'm using a 600mm Bowden tube and E3D hotend with Cura as the slicer, and have it set for 4.5mm retraction and 100mm/second retraction speed with PLA. Not that these are magic numbers by any means, but the retraction speed is three times what you have set.....

I used this utility (http://www.buildlog.net/gview/index.html) to see the entire gcode model rendered along with toolpaths. I could see that the toolpath crossed the hole right at the nub locations.

Per your advise, increased retract length and speed and the hole was completely clean. Even passed the double xy nickel test perfectly on the first try.
