Printing Problem with Cura 2.3.1

I have another problem about speed. I wanted to print "turbinehousing2_repaired.stl" , but wall collapsed and diameter 0.1mm smaller due to wall speed. I printed the same object with Cura 15.04.6 and same wall speed, the wall was perfect. I think that I miss some settings in Cura 2.3.1.
