Surface problems

Hello everyone. An issue I am facing:

[i59.tinypic.com]

What could cause the red (horizontal) gaps?
About the blue (vertical) texture, I think that is belts problem? I am currently waiting for GT2 belts and pulleys. Am I right about the issue causing this texture?

thanks

Red is probably an extruder feed-rate issue. That could definitely be the reason for blue though we would need to know a little more about your printer set up to be sure.

My printer is 3drag. I am using black 3mm PLA, 190 hotend, 60/55 heatbed. Extruder is calibrated for steps/mm. Print speed is 50 mm/s. Extrusion multiplier 0.96. I am using Cura. Layer height 0.25mm, 0.6mm shell thickness. Anything else I could tell you?

Thanks
