Adjusting top-solid infill to account for extrusion width??

I'm having trouble with the extrusion width settings. Bottom infill is perfect, but top infill is about 50% what it should be. How can I tell Slic3r to do the top infill the same as bottom?

Slic3r 095.


Measure once, Cut twice, Print 3 times.

Sorry can't tell anything from that photo. How about attaching the gcode file.

That being said 0.9.5 was known to have issues with infills. 0.7.2b does great infills and pretty good surface. 0.9.7 (latest version right now) does good infills and great surface but items with holes (think picture frame with no picture) it does random infills where there should be none, makes it useless for these type of objects.

In short, 097 is printing first layer infill and top infill as a 50% infill (spaced out). It isn't solid, even though I manually set the extrusion width.
