My printer is clogging at those small dots

Hi guys

I'm using Slic3r with my Leapfrog Creatr, for 90% of time its fine, but there are some demanding filaments like transparent, or Laywood that are clogging very often. And all of those clogging are happening in those small dots, after perimetrs, and before infill - see attachment.
Is there any way to disable them? Maybe you could help me with script to remove them?

I have some experience with programing but not in python
It could look like this

for each section starting with G92 E0
if (last line E < 0.1 ) then comment all section
