Feedrate being set too high

Slic3r is generating Gcode with feedrates at the start of the job that are unusually high. I am trying to figure out where it is getting the number from so I can correct this issue. Does anyone know where these values come from? The value I'm getting is "F7800". Is this 7800 mm/s? I have my feed rates set to 40 mm/s in the slicer configuration speed settings.

the speed in G code is millimeters/minute 7800 mm/m = 7800/60 = 130 mm/s - still pretty fast

Just checked one of my gcode files with my normal settings and it's F1800 or 30mm/sec . But it's funny the line above that one says F18000 (300mm/sec).

That is probably your "travel speed" x "First layer speed".
Z-speed has no settings in Slic3R.
You may not need to worry about it as your max speed is limited by FW/EEprom settings.

I'm seeing this exact same issue, but the max speed isn't being limited by my FW settings.
