Weird warping on new layers

I was trying to print the Gyro cube from Thingiverse over the weekend (http://www.thingiverse.com/thing:19304) and ran into a strange problem. I noticed the edge of the outside ring was considerably taller than the inner rings, like it's curling upwards. You can see this on the image below on the outside ring at the top of the image.



I suspect I might be printing too hot. I'm print Orange JET PLA at 220, with a 60 bed.

Anyone got any ideas?

Yes when you print things that shape the contraction causes it to curl upwards. Are you using the fan? I think that is the only way to combat it.

I don't have the fan currently attached. I've found the fan causes some layers to not bond well once turned on.
What layer would you say is the best to start it up?

For PLA I would turn it on after the first layer, otherwise it would cool the bed and prevent it sticking. Normally PLA bonds to itself very well so I am surprised you had problems. I have only used PLA from DiamondAge, Faberdashery and Makerbot though.
