The difference in the display and the supplied voltage

A strange phenomenon.

Example: I am setting a 60℃ table
The display shows me that the table is warming up and the table is physically warming up. Until then, everything is fine.
After warming up, the temperature starts to drop. The display shows that the heating is on, but not physically! Only at the temperature of 57 ℃ the voltage is physically supplied to the heater.

Question: Why is there a difference between the display and the actual voltage applied to the heater?

This phenomenon does not occur in the extruder - here it is approx.
