steps/mm is stored in eeprom
If you update Configuration.h you must then update your eeprom contents
M502 then M500 will load defaults from Config files then save them to eeprom
Also some controller (ie cheap RAMPS) if you remove the jumpers from under the stepper drivers nothing changes as there are traces on the PCB joining the jumpers pins permanently.
