OEM Power Supply Casing

Hi guys, excitingly just got a new OEM style LED power supply 12v 360w 30A i think. Did some resistance tests from earth of plug and all checks out EXCEPT;

here it says res between casing and earth plug should be 0. IMPORTANT it says. Mine measures something but it wont settle on a figure. seems approx 70ohm. Its probably my rubbish multimeter. Plugged it in, got 12.1 v and the casing didnt measure Live so i;m not too worried. surely the case IS earthed n therefore will measure resistance of the power cable earth wire and a bit of case res.

Protective wiring isn't there for normal operation but for failure protection. So fact that the case didn't measured live doesn't mean that its OK. 70Ohm at 220V will draw only 3.14A, thats not enough to trip even 8A fuse. I am not sure, but its probably possible to have class II (double insulation) appliance with metal outside shell, in that case it doesn't have to be grounded. You should consult manual or seller/manufacturer.
