some basic question

Hi,
I found that i must ask for one (maybe more) basic question.

I have nozzle of 0,5mm

In Skeinforge when I set layer height to 0,3 and Edge Width over Height to 2,2 i get 0,66mm wide extruded thread. (0,3 * 2,2 = 0,66) correct?

If so, then when i print [reprap.org] object from layer height step, i must get wall with width of 0,66mm?

when i get different, what is better to change, because i was told that flow rate and feed rate must be same...
