Poor sticking between layers

Please take a look at the capture. Specifically at how some layers are not sticking together. Is this a problem of temperature? I am using ABS at 220C, no cooling fan at the print. I am about to add a cooling fan to my repstrap to allow for faster prints and I want to know if this could make this issue to be worst

It looks like inconsistent extrusion, check if filament is slipping on the hobbed bolt, or if extruder is missing steps, or stepper driver is overheating due to wrong current setting.

It could also be bad filament, it looks like it contains quite a bit of moisture.

As for temperature. When printing ABS, hotter is usually better, I print at 245 degrees, and ideally no cooling.
