all kinds of wrongness with this print

I have converted my Kossel Mini to Duet and have been printing simple test parts ok, and the auto-cal looks like it is running well.
Today I started on a large (PLA) part and it is terrible and don't know if it is firmware problem or settings in slicer. It looks like too much speed and/or extrusion width but I can't seem to pull it back enough without getting silly settings.
Here are some pics. I am running .4mm layers. The settings from slicer are at the end.
Things to notice in the pics:
-Second layer perimeter is too fast and seems to segment the corners as well, despite attempting to crank perimeter settings down.
-First layer is not oversized, and its width to 120% so why is there too much in spotty patches?
-Second layers and up are definitely over-extruding but I don't know why.

First thing i see is your nozzle size and height are the same. That won't work. Try a layer height of no more the .3.
