I thought it might improve the surface quality if the outer perimeter is printed first so it can't be influenced by other perimeters.
Any irregularity in extrusion is multiplied from the inside to the outside if the perimeters are printed like they are. If the outer perimeter is printed first these irregularities would be on the inside (and at least with closed objects not visible).
I'd really like to test this...
