Maybe you can contact Filament Companies directly and request this.
I remember watching Thomas Sanladerer's video where he was at Proto-pasta and they were making custom Filaments.
Companies might make a new category of filaments for this... your pic really shows a good example of Light Diffusion.

Currently I have I-Deas NX 6.1, Unigraphics NX 7.5, Catia v5, and Autodesk 2013 Design Suite U at my disposal
and have used MS Paint to create Automotive Component Drawings...
I choose the tool to use based on the outcome I need.

Could you have a little buffer spoil before the smaller hot end stepper?
Use the large Nema to get filament through long bowden where it then is real loosely coiled, maybe once or twice around a small spool, this way the smaller motor doesn't need to be so closely Synced to larger motor.

More of a warning. State Insurance/IAG will not insure a house with a 3D printer in it.....they regard the plastic as flammable hence a fire hazard!
