someone else had this problem on another forum, his problem was the extruder steps/mm was set too zero in the eeprom,
Fix was to clear the eeprom then reload the firmware

I use marlin firmware but i use repetier host to slice and control my prints.
If you are entering the offset into your configuration.h file and you have eeprom enabled, you will need to update the eeprom data or it will override
what you have set in the config.h
You can either clear the eeprom via arduino befor you upload the new marlin, or as i do, edit the eeprom direct from repetier host pro

How i calibrated my offset was, in repetier host
send G28 ; to home all axis
send G29 ; bed levelling
send G1 Z0 ;bring nozzle down to 0
measure (guess) distance from bed to nozzle
in repetier host/config/firmware eeprom config enter the above Z offset distance ( or you could use M851 Z0.8 (my offset is +0.8 which gives paper thickness from bed))

still sounds like a power problem , have you measured the 12 volts going into the ramps power connector ?

Same setting should work. You are measuring current. if you have 1, 10, 100 settings on the multimeter, set to 10. You probably used "1" to measure vref.
Polyfuse will break the circuit when it triggers.

if your thermistor is reading 1.6 ohm when cold it is probably a ptc type that increases in value as it heats up(not what you want for testing your printer.
just fit a normal resistor of about 75k ohms and select 100k thermistor type in the config.h (this should simulate a reasonable temperature)

1. Measure the 12 volts from the power supply while the heaters are turned on,make sure its not dropping too much on load.

Sounds like your z axis is not running freely on the smooth rods/bearings.
My I3 z axis ends just sit on the M5 nuts,not a press fit, the weight of the carriage should be enough to keep it sitting on the nuts.

The 2 photo's above show that you do have the conections correct, this is how mine is wired and working ok.
Take black wire off of the endstop sence pin.
measure the voltage between the blue wire and the black wire(probe end of the diode ie cathode),(meter - to blue, meter + to black)
you should get ~11 volts when probe not trigered(led off). and 0 volts when probe is triggered(led on).
